China and Siam, and that this will, indeed, be

necessary in order to fulfill the arrangement with

the New York Eastern Outward Conference lines, who

have agreed to refuse to carry such goods from

American ports on the understanding that they will

be removed from other British or allied vessels.

It is not anticipated that there will be a large quantity of such goods, as the Customs regulations should prevent shipment in this country and the New York Far Eastern Outward Conference lines have agreed not to carry them from America.

8. Sir E. Grey however concurs that it will be unnecessary and undesirable to remove goods consigned to unlisted firms in China and Siam on vessels merely calling at the ports of the Colony without unloading their cargoes. Goods consigned to China will be dealt with at their port of destination, and as it is under- stood that nearly all goods for Siam are transhipped at Singapore, it is unlikely that unlisted firms in Siam will be able to receive considerable quantities of goods in this manner.
